A redevelopment proposal reveals what its authors believe a district could become. The Mata Maravilha plans presented in April 2025 placed Rio’s port heritage beside a substantial landscape programme.

Alexandre Allard and Autonomy Capital’s project connected the Moinho Fluminense with proposed spaces for culture, dining, hospitality and work. Planting and pedestrian routes were intended to organise relationships between those uses.

Such a presentation needs to be read as a proposal. Announced environmental ambitions and employment figures are not the same as completed buildings or measured outcomes.

The architectural question remains worth examining: how can a large new programme preserve the legibility of a working district’s earlier structures? At the port, the answer would depend on the routes, public access and restored fabric that eventually make the project part of daily urban life.
